hey guy's I was wondering if somone could answer this for me can you unlock and activate your cell be yourself and use it for outgoing calls? thanks for your input.

No, cell phones use a ESN or GSM card. that is the key onto there network. The term "Unlock" means a gsm phone can be used at other gsm providers. Such as Rogers, At&t, t-mobile, Sprint and Fido. All are gsm providers and you can switch the gsm card out of one and it'll work with the others. A locked phone can only work on there network.

And yes you can unlock your phone with software.

Depends on the cellphone service provider. Contact them if bought through them.. And if bought without any cell phone carrier.. Then you just need a SIM (prepaid or plan)to start making calls..
