rqcamd v.80 for DSM, Gemini, Nitro, and PLI

- Added support for EMM-S and EMM-U processing in CS mode. This will keep tiers updated on
subbed cards being used for CS.

ATTENTION: This is completed but in is NOT debugged. I recommend you wait for it to be
tested before attempting to use this feature.

- Whenever rqcamd fails to start, the error is also shown on-screen. Useful for debugging a
bad installation (if your box is password protected and authentication is enabled for webif,
you must enter your password in the "on_screen_messages_password" line of the config file).

- Fix for current freezing on BEV (because of rotating map calls).
