First check and see if you phone is locked.
Go to Options --> Advanced Options --> SIM Card

In this menu, press the keys to spell "meppd".

More information should appear and the entry for "Network" should say "Disabled". If it say "Active" it's not unlocked.

Steps to unlock:

Prerequisite: unlock code

1) Settings > Advanced Options > Sim Card.
2) In the SIM Card menu, press meppd
3) You'll see the unlocking level screen there you type mepp2
*You won't see any text while you are typing either one of these.
4) Enter the unlock code.(this depends on your provider!)
YOU ONLY HAVE 10 CHANCES TO ENTER THIS CORRECTLY > enter unlock code and press track ball phone should shut off and reboot.

How to get unlock code:

1) call provider and beg/lie (don't recommend that) or
2) pay for unlocking service. Unlock to Talk
3) Or try these codes here.

Your unlock code could be unique to your provider.

Have you tried to give it back at a place where you found it (Example the coffee bean)

let the cashier know you found it maybe you will get a reward back ......

I believe the owner of it will be please and great full that you returned it.

JUST PUT YOUR SELF IN THERE SHOES.

So lets get this straight...
You found a cell phone thats not yours and its locked and you want to unlock it so you can use it?

You might have got more help if you came on here and said you accidentally locked YOUR cell phone and you need help to unlock it. But come on a pubic forum and admitting you want to illegally unlock someone else cell phone is not legal. This is not something we support here.

I also agree with casper...you should give it back to the owner.
