Is PanSat 2700A still down? If so, can the pansat receiver be used to to get B3V? If so, what are the coordiantes for it?

Ok. Im using a D!sh 500 D!sh with a 4 x 4 switch with the 2 lines from the D!sh going into the 22khz port. I was getting good signal and the channels were coming in, but all had the dollar sign next to them. What's next? Its also taking a long yime to download the bin file to the receiver...

I have a Pansat 2700a and been researching things, to figure out how to get it going, but I just can't get it. Please help.... I need to know what are the correct steps to get it going.
