is this the newest bin file and if so why im i getting a message that says that ppv is scrambled.

did you wait the 30 or so seconds or it to kick in?
The new files allow us to watch but it takes a little bit of time to kick in every time you change the channel.
If you did wait long enough, maybe the ppv is down already.
