I need a laptop, but I am on a budget, what bands of notebooks are best choices. In the $400- $500 range or higher if you think I it worth it.

Well, for more cost-effective laptops/notebooks, I say:
ASUS and Acer
are great manufacturers.
You receive a whole lot for the money with these brands.
For more pricey models, I favor:
Toshiba and Sony's VAIO.

Dell and HP are excellent options and provide excellent help and support with their products or services in the event of any problems with your investment. Both of them provide notebooks in your budget range. Should I needed to pick from them I'd personally opt for Dell.
