How to make your profile picture 'friends only' viewing on Facebook?

Since Facebook keeps changing their privacy settings, I can't seem to figure out how to set my profile picture to friends only

Find the "Privacy" link, that is where you can set all the Facebook Privacy settings.

In there you can control:
  • Who can see photos you are tagged in.
  • Photo uploaded by you.
Your options include:
  • Everyone.
  • My Networks and Friends.
  • Only People in my Primary Network.
  • Friends of Friends.
  • Only Friends.
  • Only Me.
  • ...or you can also select "Customize" to prevent one or more particular friends seeing a photo.
Another way to do this:
  • Go into settings> privacy settings> Profile information> Photo albums> profile picture> edit settings.
  • Find the top displayed photos, they should be your profile pictures.
  • Then just scroll in the box and click 'only friends'.

You can't, your profile picture cannot be set to private anymore:
Facebook said:
A basic set of information is publicly available, meaning it?s visible to anyone that?s able to navigate to your profile, applications you use on Facebook, and websites you connect with via Facebook. This information includes your name, profile picture, gender, current city, networks, friend list, and Pages. Any additional information (eg., photos or videos) will only be exposed if your privacy settings allow it."

This is right from Facebook themselves!
