For creating an image purely based off of the computer, I recommend using two sets of programs. First off, either Adobe Illustrator or Inkscape to start it. These programs allow you to draw and edit in some pretty cool ways. I'm not too familiar with Inkscape but i'm pretty sure it's darn near similar to Illustrator anyway. Secondly, an actual image editing program like Adobe Photoshop or Gimp is preferred for the finishing touches.Check tutorial sites for guides on doing this. I prefer vectorTuts, Tutorial 9 and other similar sites. Also, keep in mind there are student editions to all the Adobe products with VERY significant discounts available.
