you dont download video cards - a video card is a physical component in your computer. Most computers have either ati, nvidia or intel video chipsets. It may be telling you to download drivers. First thing might be to find out what you havestart - run - dxdiag - displayit should indicate what model you have. From there, its just a matter of going to the manufacturers website and downloading the drivers. If that doesnt fix the problem, chances are that your video card is incompatable with the sime (if you are talking about sims2 your computer would have to be pretty old for that to be the case)
