What kind of cable are you using between the computer and the receiver? A lot of receivers will come with a straight cable and not a null cable. You'll either need a null cable or an adapter for your straight cable. If you're not sure here's where to check:

How To Setup Viewsat 9000HD Weather Forecaster
First setup your VS 9000HD receiver with the correct files. Using your usb stick or loader and
NULL CABLE load the PFTAHDSW-100426H factory WF file
After the file has completely loaded, manually reboot the receiver with the back power switch.
Next load the latest Weather Forecaster bin file to your receiver.
Again after the file has completely loaded, manually reboot the receiver with the back power switch.
Now you want to hook up your Weather Forecaster to the serial port of your VS 9000HD. The ethernet cable should be connected to the Weather forecaster and to your internet connection of choice, either direct, router, or shared connection with PC. The power cable should also be plugged in and powered.
Next setup your Weather Forecaster network connection. Go to Installation > Serial Setup > Network Setup > Network Setting > DHCP. Most will use the DHCP setting.
If you choose to use a Static IP, you can put in your IP instead.
Now go to Installation > Serial Setup > Network Setup > Network Setting > Network S/W Upgrade > Start Upgrade. The Network S/W will be upgraded automatically. At this point you should be ready to enjoy using your Weather Forecaster.
