Police are working to identify the driver, who is described as a white male between 25 and 35 years of age with dirty blonde hair. A female passenger in the car at the time is believed to be about the same age.

Police are working to match a licence plate to the car.

"This is a senseless loss of life," said VPD Const. Jana McGuinness. "Decisions were made at the time by the driver, but now the right thing to do is to come forward."
