why wont flatout 2(computer game) run on widows 7?

we recently bought a laptop running windows 7 and i installed flatout 2 on it. when i try to run the game, it says d3dx9_30.dll was not found on the computer. then it says that reinstalling the program might fix the problem. when i reinstall it the same thing happens. the game runs on my windows vista desktop pc, so i changed the game so it runs as windows vista, and it still doesnt work. any ideas of how to fix this problem?

some older games dont run on vista/7 try this right click the .exe files for the game go under properties then click compatibility then try one of the "run this program in compatitbilty mode for" modes to see if it will work good luck to you.
