Xbox Controller Problem?

OK so I have an Xbox controller that I'm trying to plug into my Windows 7 computer, but it isn't working. I downloaded the progam and everything, but it isn't appearing on that. The middle light on the controller just keeps flashing on and off. In the devices section the controller appears but it says it has a Driver problem Windows can't fix.Can anyone help?
