Grey Area Reception

More Newbie Questions.
I have heard the term "Gray Area" in reference to satellite reception in Canada. Firstly is this term still in use/valid.
With regard to gray area satellite reception, which satellites/systems would fall under this heading in Ontario Canada.
I'm pretty sure that pointing an FTA receiver at a satellite that broadcasts Bell Expressview and installing BIN files to watch these broadcasts free would be considered illegal, correct?
So, which, when in Ontario Canada would be a "Safe" zone, which satellites/system to aim for.

Well seeing you live in canada if your watching bell & not paying for it you are stealing .If you watch 110w 119w which is D!sh this is a gray area Because D!sh does not provide service to canada so you can not be stealing something you can't buy ,,
