• With the ellipse marquee tool, make a round selection where you want it on the background image.• Select > Feather and increase the number in the field according to the size of the ball • Create a new layer and fill the selection with white• Reduce the opacity of the layer• Repeat the process with a smaller selection to make the effect more concentrated in the middle.• (Optional) On the lower effect layer Image > Adjustments > Photo Filter and add a blue filter• Filter > Distort > Twirl on the lower layer is a nice touch.• Experiment with the opacity of the effect layers to tasteThere are all sorts of other effects you could perform on the lower layer if you don't like the twirl. Experiment and find one you like.
