Need HELP again

I don't know what i am doing wrong. I down loaded the 186 file and tried to put it in the box and i keep getting err-13 can you help me PLEASE.

Assuming that you are still working with the 71k, are you sure you loaded the right version. The only fix I see is for the 7000PVR. I don't see that they posted v186 for the 71k yet.
