Frustrated fishermen are demanding the city find a permanent solution to the problem of polluted water they say goes far beyond Charlottetown Harbour.
They say other municipal waste systems are shutting down rich oyster grounds.
Malpeque MP Wayne Easter said Environment Canada should be fining the polluters. Environment critic Jim Bagnall agrees.
Charlottetown Mayor Clifford Lee said the city is working to fix the problem, but it will be expensive.
George Dowdle, who's been fishing oysters in Prince Edward Island waters for more than 25 years, said he used to fish in Charlottetown Harbour but stopped because of continual closures.
Those closures are the result of raw sewage being dumped from the treatment plant.
Charlottetown Harbour and sections of the North, West and Hillsborough rivers, along with Hillsborough Bay were also closed Wednesday to shellfish harvesting due to another spill of sewage water from the city.
Dowdle fishes in other areas now but said municipal sewage systems often end up contaminating oyster beds and there are many other areas closed.
Easter has been travelling around the harbours and bays talking to fishermen. He said while the federal department of environment has cracked down on farmers with fines, they haven't done that to the large municipal polluters.
Dowdle said the problems with oyster grounds just keeps getting worse, year after year. He said last summer was particularly bad.
There have been 17 closures due to sewer overflows in Charlottetown in the last couple of years.
