Pa. trooper killed in crash was drunk
PHILADELPHIA, (UPI) -- A Pennsylvania state trooper killed in a collision hours before he was to face a drunken driving charge was drunk when he crashed, police said Thursday.
Cpl. John Quigg's reported blood alcohol level was three times the legal limit in Pennsylvania, KYW-AM, Philadelphia, said.
Quigg, 48, was driving the wrong way on the Schuylkill Expressway in Philadelphia at about 1 a.m. Wednesday when he hit a car driven by Chantelle Harper, 23, of Philadelphia. Harper, a recent college graduate about to enter law school, survived.
Lawyer Timothy Woodward told The Philadelphia Inquirer Quigg was scheduled to appear at a pre-trial conference in Montgomery County at 9 a.m. He said Quigg had been accepted into a rehab program for first-time DUI offenders in North Carolina and described his client as "upbeat" in their last conversation.
Quigg, a veteran trooper, was well known as an accident investigator and had arrested many drunken drivers. But he was placed on desk duty in December after his DUI arrest.
