Report: Parole agents talked to Dugard
SACRAMENTO, (UPI) -- California parole agents spoke to Jaycee Dugard while she was living on her alleged abductor's property but did not ask about their relationship, a report says.
The report released Wednesday said the agents also talked to Dugar's older daughter, one of two children Philip Garrido allegedly fathered, the Los Angeles Times said. They visited Garrido's property in Antioch, Calif., where Dugard and her two daughters were living, as part of their supervision of the convicted rapist.
The report was prepared as a guide to the state legislature before a vote on a $20 million settlement with Dugard and her daughters. Garrido and his wife allegedly kidnapped Dugard, then an 11-year-old schoolgirl, in South Lake Tahoe in 1991 and held her captive until 2009.
California parole agents supervised Garrido from 1999 until his arrest in the Dugard case 10 years later. Critics say agents could have freed Dugard much earlier if they had been more thorough.
The report suggests agents failed to question Dugard's presence on the property: "Agents saw and spoke to Ms. Dugard and her eldest daughter but failed to investigate their identities or their relationship to Garrido."
