Are the votes beginning to line up on the XM/Sirius merger at the Federal Communications Commission?

The Wall Street Journal reported that Michael Copps, one of two Democratic commissioners at the FCC, has formally voted against the deal. He could be the first dissenting vote on the merger. Also, Copps' objection wasn't totally unexpected by merger observers.

It's expected that at least two other commissioners - Chairman Kevin Martin and Robert McDowell - will approve the transaction. Both are Republicans at the FCC.

It's unclear how two other commissioners will view the pending merger. Democrat Jonathan Adelstein said he would support the deal if the merging companies adhere to some strict conditions. Deborah Taylor Tate, a Republican, hasn't given any public indication on how she will vote.

Both XM and Sirius proposed merging operations in February 2007, and they have been pursuing their proposed transaction for 17 months.
