Satellites Integral Part of Safety Communications




Speaking before the Federal Communications Commission's hearing on public safety communications Wednesday, Jennifer A. Manner, chairman of the Satellite Industry Association, urged regulators to encourage and facilitate the incorporation of satellite-based communications capability into public safety networks.

"When disaster strikes, satellite infrastructure that has been integrated into a public safety network can be relied upon to bridge the dangerous gaps in communications caused by damaged and destroyed terrestrial infrastructure by providing an immediately available communications path, and assisting in restoration of the terrestrial network through backhaul of wireless systems," said Manner, who also is vice president of regulatory affairs for Mobile Satellite Ventures.

Part of the FCC hearing focused on the D-block portion of 700 MHz spectrum which will support public emergency communications. Manner said the commission should grant any D-block licensee flexibility if a satellite component is integrated into shared 700 MHz public/private communications infrastructure.
