what is it mean the max turbo frequency of the core i7 intel processor?

ok it says thta it runs at 1.6 GHz but the max turbo frequency is 2.8 GHz so im confused will it run all four cores at 2.8 when the power is needed then slows donw when its not because i have a core 2 duo now running at 2.26 so if the i7 only runs at 1.6 thats stupid........ so does it run at 2.8???
