how good is the AMD Phenom X4 9950 Black Edition Quad Core?

im getting a new computer with a AMD Phenom X4 9950 Black Edition Quad Core. is this high end or should i get a better one. any suggestions.

It's a good processor. Not as good as a higher end Intel quad though. It's mid-high end
