[Help!] can't get new bin to extract

the new bin is in rar format i can't open it.... it usually comes in zip file which i can open. can someone help me PLEASE. Thank-you....

on the link below is the program install it on you deskstop when you have it just double click on the fix you download it and it will be open....the program also opens zip filez...
