Toronto police used a stun gun to arrest a man following a second bomb scare Tuesday in front of the downtown Canadian Security Intelligence Service building.

Police had shut down the area on Front Street West, one of the city’s main traffic arteries, Tuesday morning after the discovery of a car with a key in its ignition and two suitcases.

The area was shut down again, this time during the height of the evening rush hour, after a man suspected of owning the car got into a confrontation with police.

Police said he was aggressive with officers. Const. Tony Vella said the man put up a struggle with police even after being stunned with a Taser.

Vella said the man was taken to hospital for observation.

During the evening there were four loud noises near Front Street. Police later explained they were controlled explosions, detonating a package the man was carrying when he was arrested,

The first bomb scare in the morning involved the two abandoned pieces of luggage and the car parked near the CSIS offices.

Around 11:50 a.m., an officer from the police emergency task force opened the two black bags just east of the CSIS building at 277 Front St. W. Clothes could be seen strewn all over the street.

An officer also opened and searched the car, a dark-coloured Saab sedan that was parked near the bags. The key of the car was spotted still in the ignition, Vella said.

Shortly after noon, that bomb scare ended quietly after police determined the luggage and car posed no threat.

Police said the car owner could have nuisance charges filed against him.

The stretch of road that was closed includes a number of prominent buildings, including the CSIS building, the Metro Toronto Convention Centre and the CBC's national headquarters.

Toronto police did not order the evacuation of any buildings in the area.

Earlier, police took what appeared to be X-rays of the luggage with a robotic camera.
