A 17-month-old Hillsborough County boy was killed outside his home Monday morning when he was hit by a neighbor's car.

A 17-month-old Hillsborough County boy was killed in the parking lot outside his home Monday morning when he was hit by a neighbor's car.
According to the Hillsborough County Sheriff's Office, Ulysiss Franklin and his mother were outside their home on Eastfield Road in Thonotosassa when the car hit him at 7:55 a.m.
Neighbors said Franklin was playing with a baseball bat in the road, about 10 feet from his house. According to police, his mother, Shanita Clarrit, 20, turned away for a moment to throw garbage into a trash container.
Officials said the driver of the car did not see the toddler when he backed out of the driveway.
The boy was taken to University Community Hospital, where he was pronounced dead.
Witnesses said the 31-year-old driver was involved in a conversation with someone just before backing out of the driveway. Officials were not sure if the conversation distracted the driver or not. A neighbor said the driver was only going about 5 mph.
The driver stopped immediately and has been cooperating with authorities.
In accordance with Bay News 9's crime guidelines, the driver's name is not being used in this report since he has not been charged with any crime.
